Theory

Communism like socialism refer to the economic and political theory which
emphasises state ownership and control of means of production, distribution and
exchange. The theory of (Communism) was outlined in a book called the Communist
Manifesto and published in 1848 by a German Scholar, Karlmarx.
3b) Relationship between Socialism and Communism;
i) Socialism emphasised peaceful and gradual democratic transformation of the
society, while Communism advocates a social revolution to destroy the existing
capitalist economic and political institutions.
ii) Socialism is pragmatic, attainable and realisable in society while
Communism is idealistic and utopian.
iii) Both Socialism and Communism advocate economic equality and social justice
for all citizens.
iv) Both theories uphold the principle of state control of the means of
production, distribution anf exchange.

The followings are essential for the existence of a democratic system;
i) The existence of an impartial and independent judiciary to protect the
fundamental human rights of individual and groups.
ii) The existence of an efficient, good and acceptable leadership to the
majority of the people.
iii) The willingness and common desire among the generality of the people to
uphold democratic ideals such as accountability and constitutionality.
iv) Respect for the principle of rule of law which include; equality of all
before the law, impartiality and respect for fundamental human rights.

The Following are the Features of Nigerian Federalism;
i) The Constitutions of Nigeria from the lyttleton constitution of 1954 to the
1989 Republican Constitution have been written and rigid constitutions- The
amendment procedures of which would be complicated and rigorous.
ii) The constitution have been dividing powers between the federal government
and the component units formely called regions and now states and local
government.
iii) In all the Constitution, the central government has been supreme with
exclusive powers on many subjects and final authority on some others.
iv) There has been the existence of a multi-party system except the 1989
constitution that stipulated at two-party system.
v) There has been a bicameral legislature of one form or another.

Since the restoration of democratic rule in 1999, the Assembly has been said to
be a "learning process" that has witnessed the election and
removal of several Presidents of the Senate, allegations of corruption, slow
passage of private member's bills and the creation of ineffective committees to
satisfy numerous interests.
ii)
The Senate has the unique power of impeachment of judges and other high
officials of the executive including the Federal Auditor-General and the
members of the electoral and revenue commissions. This power is, however,
subject to prior request by the President.
The Senate also confirms the President's nomination of senior diplomats,
members of the federal cabinet, federal judicial appointments and independent
federal commissions.
iii)
Before any bill may become law, it must be agreed to by both the House and the
Senate, and receive the President's assent. Should the President delay or
refuse assent (veto) the bill, the Assembly may pass the law by two-thirds of
both chambers and overrule the veto and the President's consent will not be
required. The present Assembly has not hidden its preparedness to overrule the
executive where they disagree.
